The Liwan District Human Resources and Social Security Bureau recently issued the "Opinions on the Implementation of the Guangzhou Talent Green Card System in Liwan District" (hereinafter referred to as "The Opinions"). This document expands the eligibility criteria for the Guangzhou Talent Green Card B in Liwan District.
Key Highlights
Holders of the Talent Green Card B Card can enjoy three types of benefits:
1. Eligible for housing provident fund deposit and withdrawal as per local policies, including conducting inter-regional transfers. When applying for housing provident fund loans, they are entitled to the same treatment as local registered employees.
2. Allowed to apply for a motor vehicle driving license in Guangzhou and enjoy the rights of local residents to apply for the city's small and medium-sized passenger car quota, as well as register their motor vehicles.
3. Non-Guangzhou domiciled mainland residents can enjoy local resident benefits for purchasing homes for personal use. Foreign nationals may buy one residential property for personal use as per national regulations. B Card holders in Guangzhou buying their own homes are eligible for the same benefits as A Card holders under item (five).
Eligibility Criteria
Talents who meet the conditions of Chapter 2 of the "Guangzhou Talent Green Card System Implementation Measures" (except those applying for the B Card under Article 5, Section 3).
Outstanding talents who are not Guangzhou residents but meet the regional talent attraction and aggregation criteria set by the various districts in Guangzhou. Specific criteria include: meeting the needs of the district's socio-economic development, working or starting a business in the district for over six months annually, and having legal residence in the city. This includes talents identified according to district talent policies or approved by the Liwan District Committee Talent Work Leadership Group, and key technical or middle-to-high-level managerial personnel in specified enterprises.
The list of these enterprises and talents is provided by the district's Development and Reform Bureau, Science, Industry and Information Bureau, Commerce and Investment Promotion Bureau, and various sub-district offices.

Application Process
The application process for the Guangzhou Talent Green Card is entirely online:
Apply via the "Guangzhou Talent Green Card Management System" or the Sui Hao Ban (穗好辦) APP.
The District Human Resources and Social Security Bureau will vertify the application materials within 5 working days of receiving them. Applicants must cooperate with the verification or provide supporting materials if there are doubts about the application materials.
The Public Security Bureau will make the card within 5 working days for those who meet the criteria.
After completion, the Public Security Bureau will deliver the Green Card to the District Human Resources and Social Security Bureau within 3 working days, who will then mail it to the applicant along with an electronic certificate.
Supplementary Provisions
"The Opinions" are effective from the date of issuance until June 15, 2028. The policy will be evaluated and revised based on implementation as well as any changes in relevant legal and policy foundations.

Talent Green Card A cardholders can enjoy several benefits including work permit processing for foreigners, tax-exempt customs clearance for personal items for returning scholars and overseas experts, priority services for household registration, access to public education for children, professional title evaluation and occupational training, business establishment facilitation for foreign nationals, banking services, social insurance, and equal treatment in housing provident fund and vehicle registration matters, among others.
